A Newport
Highway resident died at the Johnson City Medical Center overnight apparently from injuries suffered
when he was struck by a car on the East Andrew Johnson Highway about 8:20 p.m.
Friday.
A report filed by GPD Officer David Shell, with assistance from
Lt. Michael Crum, indicated that that Somphou Phommachanh, 51, of the 3600 Block of the Newport
Highway, had been injured as he attempted to cross the East Andrew Johnson Highway at its
intersection with Burns Street.

indicated that Phommachanh had been attempting to cross the eastbound lanes of the East Andrew
Johnson Highway to reach Burns Street when he was struck by an eastbound 1996 Mercury Grand Marquis
driven by Billy Daniel Miller, 72, of Hartman Chapel Road.
The accident
report indicated that Miller, who was not injured in the accident, had been driving east in the
outside traffic lane when Phommachanh, who "had been drinking," walked into the path of Miller's
car.
The accident diagram indicated that Phommachanh was walking across
the four-lane divided Highway from the direction of Industrial Road toward Burns Street when it was
struck by Miller's car.
The report indicated that Phommachanh was flown
from the helicopter pad at Laughlin Memorial Hospital to the Johnson City Medical
Center.
Police said he died at the JCMC
overnight.
