For 1st Dist. Seat

Contested races emerged for both of Greene County's legislative seats, and for the 1st Congressional District seat in the Aug. 7 election as the filing deadline passed at noon on Thursday.

The Aug. 7 ballot will include the state and congressional primary elections, the county general election, where school board seats are also contested, and the Baileyton city election.

In the 5th state House of Representatives district, now held by Republican David Hawk, of Greeneville, Democrat Casey Nicholson, of 1020 Tusculum Blvd., has filed qualifying petitions in Greene and Unicoi counties, said Greene County Administrator of Elections Jo Roberts.

Nicholson is a Cumberland Presbyterian ministerial candidate who said he will be in Scotland this summer and fall completing his doctoral work and will be out of the country on election day.

Hawk, of 407 Crockett Lane, is seeking his fourth term.

The 5th state House district includes all of Unicoi County, plus Greeneville and those parts of this county east and north of the city.

Yokley Versus Ford

In the 11th state House district, incumbent three-term Democrat Eddie Yokley, of 1046 Old Kentucky Road South, faces a challenge from Cocke County businessman Dan Ford, of 2190 Hartford Road, Cosby.

The 11th District includes all of Cocke County, and those parts of Greene County west and south of Greeneville but outside the city.

Congressional Candidates

Eight candidates for the 1st Congressional District seat held by U.S. Rep. David Davis, of Johnson City, had filed petitions as of Thursday's noon deadline, but certification of the petitions was pending as of this morning, Roberts said.

Davis, a former state legislator and successful health-care entrepreneur, is seeking re-election to a second term.

He faces a challenge in the GOP primary from Johnson City Mayor Phil Roe, M.D., and from Mahmood "Michael" Sabri, also of Johnson City, an engineer and instructor at Northeast State Community College. Roe and Sabri each sought the seat two years ago.

Two Democrats, Michael Donihe and Rob Russell, of Kingsport, also are seeking the nomination.

Three independents, Joel Goodman and T.K. Owens, both of Johnson City, and James W. Reeves, of Gray, are seeking the congressional seat as independents. Independent candidates will not be on the ballot until November, assuming their qualifying petitions are certified. Goodman and Reeves both ran two years ago.

School Board Races

Two candidates for the 2nd District seat on the Greene County Board of Education have filed qualifying petitions, Roberts said.

School board member Tim Armstrong, of Chuckey, faces a challenge from J. David Johnson, Jr., of 1440 Chuckey Pike, Chuckey. Johnson is a captain with USAirways, and farm-owner here.

In the 4th school board district, incumbent R.L. "Tom" Carpenter, also a Mosheim alderman, faces a challenge from Debra C. Knight, a juvenile-probation manager with the 1st Tennessee Human Resources Agency.

School board candidates do not run by party.

Two Constable Races

Two special constable races are also on the ballot, each of them to fill the remainder of unexpired terms.

In the 3rd Constable District, William D. Parton, of 584 Flag Branch Road, is the only candidate who has filed a qualifying petition. Parton was appointed by the county commission to fill the vacancy created by the resignation last year of Jerry Holt.

Roberts said candidates for the constable seats do not run by party in this election only, because they only have to run once to fill the remainder of unexpired terms.

In the 5th Constable District, Freddie C. Cutshaw, 703 N. Main Street, Greeneville; David R. Foshie, 1009 Martingale Drive, Greeneville; Wayne Kelton, of 100 Heatherwood Loop, Apt., 41, Greeneville; and Eddie H. O'Brien, of 1034 W. Vann Road, Greeneville, have qualified to fill the vacancy created by the death earlier this year of longtime Constable Gary Cutshaw.

O'Brien is also a candidate for mayor in Greeneville's June election.

Baileyton Election

The town of Baileyton will also have an election on Aug. 7.

Incumbent Mayor Tommy Casteel, of 828 Bailey St., is unopposed for re-election, as are Alderman Ken Bailey and Alderman J.D. Sensabaugh.
