The Greeneville Regional Planning Commission voted Tuesday to recommend annexation of residential property on Buckingham Road.
Scott Wills requested annexation of his 1.71-acre lot at 2040 Buckingham Rd., near Towering Oaks Baptist Church.
To take effect, the annexation must be approved in two readings by the Greeneville Board of Mayor and Aldermen before it becomes official.
"We would like to be a part of the City of Greeneville to allow our children to be a part of the city school system and have the conveniences of city services," Wills wrote in a letter to Jim Snyder, Greeneville building official.
Snyder told the planning commission that Wills requested annexation several months ago.
The request was delayed because the town's board is studying annexation of a larger area around the Wills property, Snyder said.
Wills is requesting annexation before registration for the 2010-11 school year, Snyder said.
Families who live outside the city limits must pay tuition to send their children to city schools.
The current rate is $1,025 for a child who lives outside the city and inside Greene County. For a second child, families pay $975, and for each additional child, families pay $925.
Along with the recommendation, the planning commission approved a Plan of Services for the annexation.
State planner Ronda Sawyer said the Plan of Services needs clarification on fire hydrants and sewer service before consideration by the Board of Mayor and Aldermen.
Wills told the planning commission he is not interested in sewer service at this time.
Sawyer said the property will be zoned R-1 (single-family residential), which matches its current use.
MORGAN FARM
In other action, the Greeneville Planning Commission approved two plats previously given administrative approval by Sawyer.
State law allows administrative approval for smaller one- or two-lot plats that meet all zoning requirements.
The two approved plats are:
* re-plat of lots 45 and 46 of the Morgan Farm subdivision on Clear Mountain Trail; and
* a survey for Hazel Scott, subdividing a 1.79-acre lot from a 12-acre parcel on Scott Farm Road.
The Morgan Farm plat is related to a site plan for development of a three-unit condominium-style "villa," which was opposed by a small group of property-owners at the planning commission's February meeting.
The property owners expressed concern about how the new development would affect the value of their properties.
The planning commission approved the site plan in February because it met all requirements of the town's Zoning Ordinance.
Chairman W.T. Daniels said the contractor has met with the concerned property owners, and "I think everybody is on the same page."
